Legal Representation Organization (“LRO”) is a 501(c)(3) Non-profit Legal Aid Organization focused on serving low to moderate income clients in the Expedited Child Support Process in Minnesota statewide.
LRO advocates for mothers and fathers who cannot afford traditional legal fees, but who may not qualify for traditional legal aid services.
LRO offers low-cost representation to people who may not qualify for cost-free representation. You may qualify for services if your household income is less than 400% of the Federal Poverty Line.
LRO provides predictable and affordable flat-fee representation so clients know up front how much their legal matter will cost. Consult the chart below to see how much our services would cost for you.

If you are single: To calculate your income, include all wages, self-employment, interest, dividends, rental, pension, Social Security, unemployment and any other payments made to you. To calculate your household, include yourself and your biological children.
If you are married: To calculate you and your spouses combined incomes, include all wages, self-employment, interest, dividends, rental, pension, Social Security, unemployment and any other payments made to you and your spouse. To calculate your household, include you, your biological children, your spouse and your step-children.
IFP Eligible = $450
Below 138% = $450 plus court filing fees
Below 150% = $475 plus court filing fees
Below 200% = $500 plus court filing fees
Below 300% = $550 plus court filing fees
Below 400% = $600 plus court filing fees
Over 400% = Not eligible for services

In 1999, the Supreme Court promulgated the rules for the Expedited Child Support Process. Those rules created a leal process in which people can address their child support concerns in a way that is more streamlined, uniform across the state, easily accessible to moms and dads, and that results in timely and consistent issuance of orders. Not all child support cases can be heard in the Expedited Child Support Process. The Rules say that a matter shall be heard in the Expedited Process if there is a “IV-D” case open with the County. A IV-D case is a matter in which the County is involved with your family to establish and/or collect child support. Often the County is involved because one or both of the parents and/or the child(red) are the recipient of a public benefit. Prior to engaging in services, LRO will help you determine if your case can be heard in the Expedited Child Support process.

LRO is overseen by a five-member Board of Directors. Nicole Billings serves as the Director of LRO in addition to her running her private law practice.
